Lowell Neighborhood (South Central Downtown)


The Peak Vista Community Health Center held an open house on May 12, 2010.

No new development is scheduled in the near term due to the economic slowdown in the housing industry and the lack of available financing. Lowell Development Partners is currently analyzing potential product types that meet current market conditions.

Southwest Downtown

Palmer Village Phase 1: Staff has contracted with an appraiser to determine the fair market value of the Gas Administration Building (formerly Cottonwood). The appraisal should be available by the end of September. The value is needed in order for the Authority to pursue site control in the future which will make redevelopment more attractive to developers.

Hotel: No further correspondence has been received from Hammons. The status of the hotel on Interquest Parkway is unclear and will need to be resolved before any progress can be made on a downtown site.

Site Clean-up: Approval of the VCUP is still pending. CSU has not provided a recent update.

Arts District: The plans for the Arts District are currently on hold until plans are more definitive for the area south of Colorado Avenue.


Gold Hill Mesa

Residential Units:

The Urban Renewal Board approved a revision to the Design Standards to include the new “Farmhouse” style during the July meeting. It is currently being used in the new townhomes that are being constructed to the north of the Community Center. A new entry sign has also been constructed along 21st Street that provides more exposure for the neighborhood.

North Nevada Avenue Corridor

Road Construction: The road contractor has replaced plants that died over the winter and will soon complete the remaining warranty related items. Final payment will be made in September.

University Village Colorado: BJ’s Brewhouse and Restaurant opened in early September. The restaurant is located to the south of the main entrance adjacent to N. Nevada. Aspen Kitchen and Design Center has signed a lease and will be opening in September as well.

Other Developments: The placement of the transmission lines has been postponed until 2011 to allow the 2 developers that are planning projects near the Harley Davidson store time to close on the property and finalize their project budgets. Both developers are planning to pay for the extension of the project from the north end of UCCS to the trail head for Pulpit Rock Park. The City is completing the right-of-way acquisitions to extend the North Nevada frontage Rd (Vincent Dr.) from Dublin to Nevada. The project should start construction in December or January and continue through 2011.

Staff continues to work with a developer on a parcel north of the Fellowship Bible Church. The developer is studying the viability of placing a hotel on part of the site.


Copper Ridge

The staff is negotiating with the Metro District to complete a redevelopment agreement to spell out the conditions for tax increment funds going into the project and other responsibilities.

Ivywild School

The Board will be receiving a presentation from Fennell Group Architects on September 16th on a potential urban renewal area designation for Ivywild School.
