About South Central (Lowell Neighborhood)

Approved by Colorado Springs City Council on May 26, 1988.

The South Central (Lowell Neighborhood) is located south of Downtown Colorado Springs. It is generally bound by Rio Grande Street on the north, Nevada Avenue on the west, Denver and the Rio Grande Western Railroad tracks on the south and the Shooks Run neighborhood on the east.

The Lowell Neighborhood is one of the City’s original urban neighborhoods anchored by the Lowell Elementary School. After decades of disrepair, Lowell Development Partners initiated acquisition of several parcels in the area with the intent of restoring the school and developing a residential urban enclave. Working with the Colorado Springs Housing Authority, the developer was able to convert several existing residents, at that time living in rental housing units, into first-time home owners.

By diversifying the housing mix, the developer is seeking to attract a broad spectrum of Colorado Springs residents. While downtown living can be an expensive proposition, the Lowell Neighborhood is positioned to offer the benefits of living downtown without the cost. In addition to residential products at different price points, other planned uses include neighborhood commercial space, live-work units, parking facilities and open spaces. Recent additions include a senior housing project and Peak Vista Health Clinic.
